Acrescento ainda: Aconselhamento facultativo serve para quê? Para fazer de conta? (Para que serve então o aconselhamento, para encorajar?...)
The speaker for the ruling party in Portugal (the left wing socialists) announced that in order to have a dissuasive counselling it would have to be compulsory. Pretty obvious, right? So why is he then proposing that the counselling to be optional? What's the point of counselling if not to dissuade? Is it to encourage?
